Local CMake changes:
- Minimum version 3.16, matching ChatGUI and compatible with CMake 4.
- Link Shlwapi by library name so MinGW resolves its import library.

Build from tools/chatgui:
cmake -S rlottie_src -B rlottie_build -G Ninja -DCMAKE_BUILD_TYPE=Release -DBUILD_SHARED_LIBS=ON
cmake --build rlottie_build --target rlottie --parallel 4

The Windows ChatGUI build.bat runs these steps automatically before building ChatGUI.
